Former provisions were fairly vague, specifying the colors for the stars and stripes but not the flag proportions, the direction of the stripes, or the arrangement of the stars.

When I visited the Saratoga Battlefield Park last summer I noticed a flag that only bore red and white stripes, no field of blue...I asked the Park Ranger if there was any significance to the flag.
The Ranger smiled, and said he was glad I asked that question. He went on to explain that the Betsy Ross flag was not yet in use and Patriots decided using the colonial flag that they had been using was not suitable for use in the battle for freedom because the Union Jack that symbolized Great Britain was in the corner of that red and white striped flag. The Patriots, he said, simply cut off the Union Jack and used the 13 red and white striped flag that symbolized the colonies fighting for their freedom! 🇺🇸
It was so amazing to walk the grounds where the battle that turned the tide for the Patriots that took place during the end of September into October of 1777.
