During the American Civil War, I assume only Union soldiers were awarded. Is that a correct assumption? I had ancestors on both sides of the conflict so I take no sides but was curious.
I spent a little time researching, that is not an easy task. It's hard even to get a full list of names, let alone with award date. If I could find that, a bit of data mining would solve this riddle. That matched up with presidential term dates would give us numbers awarded during there term. Presented might be a really tough nut to crack. I bet the MoH museum has it, which if you are ever in Charleston SC I highly recommend. It inside the Enterprise carrier morred there.

I would make a guess that due to FDR's condition Truman may have actually awarded some of his.
